Which EU deadlines are coming in 2027 for transport and logistics?

In 2027 three EU deadlines apply to transport and logistics: the eFTI acceptance duty (9 July), the AI Act high-risk Annex III obligations (2 December) and the Cyber Resilience Act (11 December). ETS2 follows in 2028.

Short answer: In 2027 three firm EU deadlines arrive for the sector: the eFTI acceptance duty on 9 July 2027, the AI Act high-risk obligations (Annex III) on 2 December 2027, and the full application of the Cyber Resilience Act on 11 December 2027.

The three 2027 deadlines

On 9 July 2027 the acceptance duty under the eFTI Regulation takes effect. From that date competent authorities across the EU must accept freight information in electronic form when a company submits it digitally. For carriers and shippers this means paper document flows can be further digitised through certified eFTI platforms.

On 2 December 2027 the obligations for high-risk AI systems under Annex III of the AI Act (Regulation (EU) 2024/1689) start to apply. Applications in areas such as critical infrastructure, worker management and access to services may fall under this regime. Logistics organisations using AI for planning, access or personnel should assess in time whether a system qualifies as high-risk.

On 11 December 2027 the Cyber Resilience Act (CRA) becomes fully applicable. The CRA sets cybersecurity requirements for products with digital elements throughout their life cycle. For the sector this touches, for example, telematics, on-board equipment and connected hardware.

What already took effect earlier

Several regimes are already active and form the foundation beneath the 2027 deadlines. NIS2 had a transposition deadline of 17 October 2024. FuelEU Maritime has applied since 1 January 2025. The EMSWe (European Maritime Single Window environment) applies from 15 August 2025, and the Data Act since 12 September 2025.

And after that

Immediately after this cycle comes ETS2: the extension of the emissions trading system to road transport, among others, starts in 2028. Plan your 2027 preparation in conjunction with what is heading for the sector in 2028.
